An underwater photographer named Linda is attacked inside a sea cave. Her boat is destroyed and her partner Walt is killed. Mitch rescues her. Because she doesn't know what attacked her, everyone think it's a sea monster. When Linda talks to Devon, another lifeguard, she can't give her any good information about what really happened down there. Kaye Morgan, a newspaper reporter from The Westside Press, writes in her paper that a sea monster attacked Linda. Because of Kaye's article, the lifeguards find themselves dealing with an often comical yet dangerous situation created by media hype and speculation that there is a ""creature in the bay"". Harvey is feeding off the local panic, making a small fortune selling ""Creature in the bay"" T-shirts. Just when things start to calm down, the situation escalates when a fishing boat catches something huge in its net, and is pulled underwater by the mysterious entity below the surface. When Baywatch finally receives a new rescue boat called a scarab, Mitch, Thorpe and Devon head out looking for the sea-monster. When they have located it, Mitch and Devon dive down and they are surprised to find a little submarine down there. The submarine catches Devon. But Mitch rescues her and attaches the anchor of the scarab to the little submarine. When they have transported the little submarine to shore, they find out that a ruthless independent oil speculator named Van Alden, who works for Petrovision, is behind the whole thing. Lifeguard and marine biologist Megan is tricked into rescuing a fisherman who appears to have fallen off a rock jetty. When she finds out that she has been set up, it's too late. Megan just tells Mitch that she took an extra long work out. But Mitch is suspicious and when the same man attacks a French stewardess, he tells her she isn't the right one. Harvey rescues the stewardess. When Mitch finds out what the fisherman said, he starts thinking about Megan. When Megan starts having nightmares about the incident, she tells Mitch the truth. However, no one wants to pay for the pier's demolition. But Kaye is persuaded by her father Ellis Morgan to hold off on the story. Her father's law firm is representing the owners of the pier. Meanwhile, Mitch and Hobie attend an annual ceremony that strives to invoke good waves of surfing. At the ceremony, they are reunited with Mitch's brother Buzz and his unknown son Kyle. When Eddie tries to break up a gang fight on the beach, he his hit unconscious by one of the gang-members. Then suddenly out of nowhere, John D. Cort arrives on his motorcycle. He knocks down the gang-members and help Eddie out of the water. Eddie is surprised to see him and so are Mitch, Shauni and Barnett. Instead of sending the gang-members to jail, they arrange for them to join the W.A.T.E.R. program. The W.A.T.E.R. program is a lifeguard organized program which introduces inner-city youth to aquatic activities. The tough guy in the gang, Memo, won't admit that he is having a good time on the scarab, and he leaves when his father comes to pick him up. But Eddie is determined to get Memo back into the program. Therefore, he and Cort visit Memo and Carlos at their house. While Eddie tries to convince Memo to rejoin the program, Cort and Carlos end up fighting. Eddie and Cort end up leaving without Memo, but then they are surprised to see him and his friends in the back of the truck.

When Eddie arrives to his tower one morning, he is surprised to find a homeless man there. When Eddie tries to get rid of him, the homeless man attacks Eddie with a shard of glass and steals a picture of Shauni.
