Mettant sa carrière en jeu, Lau accepte les conditions, mais l’échange prend un tournant désastreux quand une bombe se déclenche dans une station de métro où il escorte le suspect menotté. Une procédure de mise en accusation est lancée contre Lau pour abus de pouvoir. Pendant ce temps, M.B Lee désormais en préretraite est contacté par un consortium de hauts fonctionnaires conspirant pour contrôler l’ensemble du système.
