International oil companies are starting to retire from Stavanger after years of unsuccessful oil exploration.This has consequences for everyone in the city, including Christian Nyman who works as a diver at the oil rig, and Toril Torstensen who has an American girlfriend who works for Shell. Ingrid Nyman makes a big decision on behalf of the whole family.

The day has come for a vote in the Storting about which city will be Norway's capital of oil. It stands between Bergen, Trondheim and Stavanger, and the whole city is closely following. The parliament also votes on the establishment of a state oil company. Anna takes a life choice with consequences for everyone around her.
